1. Purpose and Scope

This Refund Policy has been drawn up to explain the conditions and procedure for refunds relating to payments of article processing charges (APCs) made for academic journals published by the Necmettin Erbakan University Development Foundation (“NEVA”). (Journal of Pediatric Infectious Diseases, Journal of Paediatric Genetics, Journal of Pediatric Epilepsy, Journal of Pediatric Neurology, Journal of Child Science, Journal of Pediatric Intensive Care, Mathematical Modelling and Numerical Simulation with Applications)

2. Nature of the Payment 

The fee charged by NEVA does not represent the sale of a physical product; it is a service charge covering the processes of editorial assessment, peer review, editing and preparation for publication. As payment requires NEVA to allocate resources (editor, reviewer and technical staff time, as well as system costs) once the relevant review/publication process has commenced, refund requests are assessed in accordance with the principles set out below.

3. Circumstances in Which a Refund May Be Requested

  • Duplicate (multiple) payments made for the same transaction
  • An incorrect amount being charged due to a technical error during payment
  • The article being withdrawn by the author after payment has been made but before it has entered the review process (assignment of referees)
  • The article being rejected by NEVA/the journal during the preliminary review (editorial check) stage on the grounds that it falls outside the scope

4. Circumstances in Which a Refund Cannot Be Requested

  • The article has been accepted for peer review
  • The article has been accepted for publication and/or published
  • The author has withdrawn the article after the review process has begun
  • The user has made the payment whilst being aware of and agreeing to the payment terms and journal policies

In these cases, as resources have already been allocated by NEVA/the journal, the amount paid will not be refunded.

5. Refund Request Process

Refund requests must be submitted to NEVA in writing (by email) by the person who made the payment, together with the following information:

  • First name, surname and contact details
  • Relevant journal and article/transaction number
  • Payment method (credit/debit card or bank transfer), payment date, amount and transaction reference number (statement/receipt)
  • For payments made by bank transfer/EFT, the IBAN to which the refund is to be made and the account holder’s full name
  • Reason for the refund request

NEVA will review the submitted request in accordance with the principles set out in clauses 2 and 3 and notify the applicant of the outcome in writing.

6. Refund Period and Method

The refund method is determined by the method used to make the payment:

  • Payments made by credit/debit card: Approved refund requests will be refunded to the card used for payment within the working days following approval, subject to the processing times of the relevant bank or payment provider. The refund timeframe may vary depending on the processing times of the bank or financial institution associated with the card; this process is beyond NEVA’s direct control.
  • Payments made by bank transfer/EFT: Approved refund requests will be refunded via bank transfer/EFT to the IBAN provided by the claimant and confirmed as belonging to them, within the working days following approval of the request. It is not possible to request that the refund be made to an account that does not belong to the person who made the payment.

Any commission, EFT/bank transfer charges or similar fees levied by the bank or payment institution in connection with the transaction may not be included in the refund amount, subject to the relevant institution’s policies.

7. Authority to Make Changes

NEVA reserves the right to update this Refunds Policy in accordance with legislation and the journal’s policies. The current version is published on NEVA’s official website.
