1. The Parties
This Distance Service Contract ("Contract") is established between the Provider, whose information is detailed below, and the Buyer, who performs the payment transaction, upon the Buyer's electronic confirmation of the payment.

1.2. Buyer
The author, institution, or authorized representative who completes the transaction using the first name, last name, email address, institution, and contact information provided on the payment page.
2. Subject Matter of the Contract
The subject of this Contract is to determine the rights and obligations of the parties regarding the provision of editorial evaluation, peer review, editing, and publication preparation services—rendered remotely (via the internet) within the framework of the provisions of the Law No. 6502 on the Protection of Consumers and the Regulation on Distance Contracts—for the manuscript submitted by the Buyer to the relevant academic journal affiliated with NEVA, and the collection of the fee thereof.
3. Formation of the Contract
By declaring that they have read the Preliminary Information Form on the payment page and this Contract, and by confirming the payment step, the Buyer is deemed to have entered into the Contract electronically. This confirmation signifies that the Buyer accepts the terms of the Contract.
4. Scope and Cost of the Service
The scope and cost of the service are clearly specified on the payment page for each specific journal and transaction. The cost is displayed as the total amount, including taxes, and is finalized upon the Buyer’s approval.
5. Payment Method
The buyer can make the payment using one of the following methods:
Credit/Debit Card: Payment is processed in a single transaction through the secure virtual POS infrastructure of a bank or payment provider partnered with NEVA, which supports 3D Secure. Card information (card number, expiration date, CVV/CVC) is neither recorded nor stored by NEVA; this data is processed directly by the relevant bank or payment provider in compliance with PCI-DSS standards.
Bank Transfer/EFT: The payment is made to the bank account specified by NEVA, with the relevant transaction details entered completely in the description/reference field. The payment is considered complete once the amount is received in NEVA’s account and matched with the relevant transaction.
6. Fulfilment
The service is provided electronically as part of the relevant journal’s editorial and scientific review processes once the payment has been approved for credit/debit card transactions, or once the amount has been received in the NEVA account and matched to the relevant transaction for bank transfer/EFT payments. The fact that payment has been made does not guarantee that the article will be accepted for publication; the final decision depends on the journal’s independent peer-review process.
7. Right of Withdrawal
Pursuant to Article 15/1-(g) of the Regulation on Distance Contracts, there is no right of withdrawal for contracts regarding services whose performance has begun with the Buyer’s consent. By confirming the payment with a credit/debit card, or by requesting that the service be initiated following the receipt and processing of the payment into NEVA’s account via bank transfer/EFT, the Buyer is deemed to have accepted that there is no right of withdrawal in such cases.
Cancellation requests made before the evaluation process has actually begun, as well as cases such as duplicate or erroneous payments, are subject to the provisions of NEVA’s Refund Policy.
8. General Provisions
- The Buyer acknowledges that the information provided at the time of payment is accurate and up-to-date.
- Personal data processed under this Contract is handled in accordance with NEVA’s Privacy Policy and the KVKK Information Notice.
- NEVA cannot be held liable for force majeure or technical malfunctions arising from the Payment Institution.
- NEVA reserves the right to update this Contract in accordance with applicable laws.
9. Resolution of Disputes
In disputes arising from this Contract, the Provincial/District Consumer Arbitration Boards in the place of residence of the Buyer or the Provider shall have jurisdiction for disputes falling within the monetary limits determined annually by the Ministry of Trade; for disputes exceeding these limits, the Consumer Courts shall have jurisdiction. For Buyers who do not qualify as consumers, the Courts and Enforcement Offices of Konya shall have jurisdiction.
10. Effective
This Contract shall enter into force upon the Buyer’s electronic confirmation of the payment transaction and shall remain in effect for the duration of the service’s performance.
