1. Parties and Subject Matter

These Terms of Use (“Terms”) govern the payment of article processing charges (APCs) for articles submitted to academic journals published by the Necmettin Erbakan University Development Foundation (“NEVA”) (Journal of Pediatric Infectious Diseases, Journal of Paediatric Genetics, Journal of Pediatric Epilepsy, Journal of Pediatric Neurology, Journal of Child Science, Journal of Pediatric Intensive Care, Mathematical Modelling and Numerical Simulation with Applications) and govern the terms of use for the online collection of Article Processing Charges (APC) via NEVA’s website and/or the virtual POS infrastructure of a contracted bank or payment provider.

The author, institution, or authorized representative (“User”) who completes the payment transaction is deemed to have accepted these Terms by making the payment.

2. Definitions

  • NEVA: Necmettin Erbakan University Development Foundation
  • Service: Managing article evaluation, peer review, editorial editing, and publication processes in academic journals affiliated with NEVA
  • User: The author, institution, or authorized representative who completes the payment transaction
  • Payment Provider: A bank or payment service provider with which NEVA has an agreement

3. Nature of the Service

The fee collected is not for the sale of a physical good; rather, it corresponds to a service that includes the editorial review, peer review, editing, and preparation for publication processes related to the article. Payment does not guarantee that the article will automatically be accepted for publication; acceptance depends on the outcome of the journals’ scientific review processes.

4. Payment Terms

Payments can be made in Turkish Lira or the currency specified by the relevant journal using one of the following methods:

  • Credit/Debit Card: Payments are processed instantly through the Payment Service Provider’s secure (3D Secure) virtual POS infrastructure. Card information (card number, expiration date, CVV/CVC) is neither recorded nor stored by NEVA; this information is processed directly through the Payment Provider’s PCI-DSS-compliant infrastructure.
  • Bank Transfer/EFT: Payments are made to the bank account specified by NEVA, with the description or reference information indicated on the payment page or during the transaction entered in full. Payments made via Bank Transfer/EFT are considered valid only after they are credited to NEVA’s accounts and matched with the relevant transaction, subject to interbank processing times; delays may occur during this process.
  • The user acknowledges and declares that the information entered during payment (including card details or Bank Transfer/EFT description/reference information) is accurate, up-to-date, and belongs to the user. Failure to provide or incorrect entry of the description/reference information may cause a delay in matching the payment to the relevant transaction; NEVA cannot be held responsible for this situation.
  • After the payment is successfully completed/matched, the User will receive a transaction confirmation/receipt electronically.

5. Returns and Cancellations

Requests for returns and cancellations related to payments are subject to the provisions of NEVA’s separately published Return Policy. The user is deemed to have reviewed and accepted the Return Policy before making a payment.

6. Protection of Personal Data

Personal data processed as part of the payment process is processed and protected in accordance with the procedures and principles outlined in NEVA’s Privacy Policy and the KVKK Information Notice. By completing the payment, the user declares that they have read these documents and accept their contents.

7. User Obligations

  • The user agrees to use the payment system solely for legitimate purposes and in compliance with the law.
  • The user may not use another person’s card or payment information without authorization.
  • The user may not take any action that threatens the security of the system, disrupts its operation, or is intended to gain unauthorized access.

8. Limitation of Liability

While NEVA exercises reasonable care, it cannot be held liable for any disruptions, delays, or damages resulting from internet connection issues, system outages at the Payment Provider, force majeure, or the User’s own negligence. The Payment Provider’s own terms of use and privacy policies also apply with regard to the security and operation of the payment transaction.

9. Intellectual Property

All content, trademarks, logos and design elements appearing on NEVA’s website and payment pages are the property of NEVA or the relevant rights holders; they may not be reproduced or used without prior written permission.

10. Right to Amend

11. Resolution of Disputes

The courts and enforcement offices of Konya shall have jurisdiction over the resolution of any disputes arising from these Terms; for Users who qualify as consumers, the relevant provisions of Law No. 6502 on the Protection of Consumers shall apply.
